What is the KY ELT program?
The electronic lien and title (ELT) program is a method by which the Kentucky Transportation Cabinet and a lending institution (lienholder) exchange vehicle and title information electronically. Instead of printing a paper title and mailing it to the lienholder, the KY DMV transmits title information electronically to the lienholder’s ELT service provider.

The ELT program lowers processing costs and increases efficiencies for all parties by eliminating the mailing, filing, and retrieving of a paper title.

Who is required to participate?
At this time, the ELT program is optional however there are plans to make it mandatory in 2025.

How do I get my title?
At the time of release, the title will remain electronic until requested by the owner. If a paper title is requested at release, print options are available and state print fees will apply.
