Electronic Liens and Titles
Premier eTitleLien™ is a program developed by Decision Dynamics Incorporated (DDI) for lienholders desiring to manage their vehicle titles electronically. Premier eTitleLien™ provides an electronic ownership record in lieu of a paper title. Premier eTitleLien™ interfaces with a state’s motor vehicle titling agency’s computer system to process title liens and releases. With Premier eTitleLien™, the lienholder has instant access to all electronic title information and, if desired, can interface with their loan management systems for a completely streamlined process.
The ELT program, based on the national standards, transforms the liens and titles process for a state, as banks, credit unions, dealers, and other financial institutions no longer need to store and file paper titles and now have a mechanism for reducing the fraud associated with paper titles.

Environmental Permitting and Licensing
DDI provides software and services that support environmental agencies in
tracking of permits, licenses, fees, enforcement actions, and interfaces to the
Environmental Protection Agency (EPA). These services include systems analysis
and design, database design and development, client/server programming, Extranet
and Internet web-based programming, Geographic Information Systems (GIS)
development, and development of mobile applications for inspectors.
Disease Management Coordination Network (DMCN)
DDI provides a superior Disease Management/Case management product, called DMCN, for participants in the Medical Homes Network and similar organizations. DMCN is used for disease management, case management, referral management, and for interfacing with various state agencies for claims analysis. In addition, DMCN provides a variety of assessment instruments for managing chronic conditions, including asthma, diabetes, and congestive heart failure. A key feature of the DMCN product is the interface with emergency room data for analysis and generation of alerts for case managers.
Syndromic Surveillance
DDI provides a Syndromic Surveillance product that analyzes data from medical, health and/or emergency departments for the early detection of aberrations in symptoms reported by patients. With the Syndromic Surveillance product, health care specialists are alerted to outbreaks earlier using scientifically proven algorithms. Outbreaks that can be detected by Syndromic Surveillance include bioterrorism events, seasonal flu, pandemic flu, bird flu, and food poisonings, DMCN’s Syndromic Surveillance product uses the Centers for Disease Control (CDC) EARS product and provides additional capabilities for summarizing data for ease of analysis. The DDI Syndromic Surveillance product is housed on a web server and uses SAS software analysis. It is currently used by the Medical University of South Carolina’s (MUSC’s) Division of Infectious Disease to monitor emergency department activity to detect anomalies and trends that need to be addressed and help ensure that healthcare providers are able to respond before being incapacitated.
South Carolina Partners for Preterm Birth Prevention
DDI provides the Disease Management Coordination Network (DMCN) product for Medical University of South Carolina (MUSC) health professionals to use in the Partners for Preterm Birth Prevention program, including managing the website, tracking patient referrals, handling provider sign-up, and interfacing with emergency department data for management of automated alerts and conditions that need to be addressed. The South Carolina Partners for Preterm Birth Prevention is an innovative public/private partnership whose mission is to prevent preterm birth, its health consequences and cost, among Medicaid recipients in the Lowcountry Perinatal Region of South Carolina. Preventing preterm births is a vital need in South Carolina for the well-being of both mothers and babies. Preterm births are also one of the two largest expenses in the Medicaid program and many of them can be prevented with the proper preterm care.
